MEETING WITH MINISTER
Meeting with Sri. Sachin Pilot, Hon’ble Minister of State of Communications, was held today (21.01.2012) at 11.00 AM. Meeting lasted for 30 minutes. The staff side presented a memorandum to the Minister, containing the issues which needs Minister’s intervention. (See the copy published in the website). Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail.
(i) Issues relating to Gramin Dak Sevaks
(ii) Issues relating to casual, Part-time, Contingent employees
(iii) Revision of overtime allowance
Regarding GDS issues like status, promotion etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before 31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. will also be given sympathetic consideration. Regarding casual labourers issues Minister gave direction to the Postal Board to expedite the orders. Minister further assured that he will definitely call for the files relating to the other items mentioned in the memorandum and an indepth examination of the issues will be made and decision taken early.
The staff side thanked the Minister for giving us an opportunity to present our cases in front of him. The staff side was represented by Com. M. Krishnan (S/G, NFPE), Sri. D. இன்று மனு அளிக்கப்பட்டது.  புதுப்பிக்கப்பட்டு புத்தம் புதுப் பொலிவுடன் 
சகல வசதிகளும் ஏற்படுத்தப்பட்ட அடையார் அஞ்சலகத்திற்கு 
பாராளுமன்ற நிலைக்குழு நிர்வாகத்தால் அழைத்து வரப்பட்டு சுற்றிக் காண்பிக்கப்பட்டது. எனவே அங்கு சென்று ஊழியர் பிரச்சினை குறித்த
மனு அளித்திட நாம் முடிவு செய்தோம். உடனடியாக மனு தயாரிக்கப்பட்டு
நமது சங்கத்தின் அகில இந்திய செயல் தலைவர் தோழர் N.G. அவர்கள் மூலம் நிலைக்குழு உறுப்பினரும்  கோவை நாடாளுமன்ற உறுப்பினருமான  தோழர் .P.R. நடராஜன் அவர்களிடம் தொடர்பு கொள்ளப்பட்டது. அவரும் அடையாறு அஞ்சலகத்திற்கு நேரில் வருமாறு நேரம் ஒதுக்கி கொடுத்தார் .

சென்று பாராளுமன்ற நிலைக்குழுவினரை சந்தித்தோம் . கோவை 
பாராளுமன்ற உறுப்பினர் தோழர் P.R. நடராஜன்(CPM) அவர்கள் மூலம் 
நிலைக்குழு உறுப்பினர்களிடம் பிரச்சினைகளை எடுத்துக் கூறி ஆவன 
நடவடிக்கை மேற்கொள்ள வேண்டினோம் . அவருடன் தமிழகத்தைச் 
சேர்ந்த ம. தி.மு.க. ராஜ்ய சபா உறுப்பினர் திரு . கணேச மூர்த்தி (ஈரோடு)
அவர்களிடமும் மனு அளித்துப் பேசினோம்.  நாளை(20.01.12) நடைபெற
உள்ள கூட்டத்தில் இது குறித்து விவாதித்து உரிய நடவடிக்கை எடுப்பதாக

Pongal comes on Sunday this year


 Pongal comes on Sunday this year .OK.  If on other day where is the leave?

  Pongal is the only festival of Hindu that follows a solar calendar and is celebrated on the fourteenth of January every year. Pongal has astronomical significance: it marks the beginning of Uttarayana, the Sun's movement northward for a six month period. In Hinduism, Uttarayana is considered auspicious, as opposed to Dakshinaayana, or the southern movement of the sun. All important events are scheduled during this period. Makara Sankranthi refers to the event of the Sun entering the zodiac sign of Makara or Capricorn.

In Hindu temples bells, drums, clarinets and conch shells herald the joyous occasion of Pongal. To symbolize a bountiful harvest, rice is cooked in new pots until they boil over. Some of the rituals performed in the temple include the preparation of rice, the chanting of prayers and the offering of vegetables, sugar cane and spices to the gods. Devotees then consume the offerings to exonerate themselves of past sins.

Pongal signals the end of the traditional farming season, giving farmers a break from their monotonous routine. Farmers also perform puja to some crops, signaling the end of the traditional farming season. It also sets the pace for a series of festivals to follow in a calendar year. In fact, four festivals are celebrated in Tamil Nadu for four consecutive days in that week. 
'Bogi' is celebrated on January 13, 'Pongal' on Jan 14, 'Maattuppongal' on Jan 15, and'Thiruvalluvar Day' on Jan 16.

The festival is celebrated for four days. On, the first day, Bhogi, the old clothes and materials are thrown away and fired, marking the beginning of a new life. The second day, the Pongal day, is celebrated by boiling fresh milk early in the morning and allowing it to boil over the vessel - a tradition that is the literal translation for Pongal. People also prepare savories and sweets, visit each other's homes, and exchange greetings. The third day, Mattu Pongal, is meant to offer thanks to the cows and buffaloes, as they are used to plough the lands. On the last day, Kanum Pongal, people go out to picnic.

A festival called 
Jalli kathu is held in Madurai, Tiruchirapalli and Tanjavur,all in Tamil Nadu, on this day. Bundles of money are tied to the horns of Pongal ferocious bulls which the villagers try to retrieve. Everyone joins in the community meal, at which the food is made of the freshly harvested grain. This day is named and celebrated as Tamilian Tirunal in a fitting manner through out Tamil Nadu.

Thus, the harvest festival of Pongal symbolizes the veneration of the first fruit. The crop is harvested only after a certain time of the year, and cutting the crop before that time is strictly prohibited. Even though Pongal was originally a festival for the farming community, today it is celebrated by all. In south India, all three days of Pongal are considered important. However, those south Indians who have settled in the north usually celebrate only the second day. Coinciding with 
Makara Sankranti and Lohri of the north, it is also called Pongal Sankranti.

நமது தலைவர்கள் கடந்த மூன்று நாட்களாகத்  தொடர்ந்து நடத்திய உச்ச கட்ட  பேச்சு வார்த்தை களின் விளைவாக எழுத்துமூலமாகப்பெறப்பட்ட வாக்குறுதிகளின் அடிப்படையில் வேலைநிறுத்த அறிவிப்பு விலக்கிக்கொள்ளப்பட்டுள்ளது . போரைத் தொடங்கு முன்னரே வெற்றியைப்பறித்திடும் நமது சங்கத்தின் சீரிய செயல்பாட்டிற்கு நாம் அனைவருமே பெருமை கொள்வோம் .களத்தை உத்வேகத்துடன் எதிர்நோக்கிய நமது தயாரிப்பு வேலைகளால்தான் இது  சாத்தியமானது . நமது தலைவர்களை நினைத்து நாம் பெருமிதம் கொள்வோம் . பெரும்பாலான கோரிக்கைகளை வென்றெடுத்துள்ளோம் எந்த இழப்புமின்றி . போருக்கும் தயார்; பேச்சுவார்த்தைக்கும் தயார் என்ற நமது மிகச்சரியான செயல்பாடு எந்தச் சேதாரமும் இல்லாமல் வெற்ற்க்கனியைத் தட்டிப்பறிக்கும் வாய்ப்பை நமது தலைவர்களுக்கு   நல்கியுள்ளது . அனைவர்க்கும் வீர வாழ்த்துக்கள் .

OUTCOME OF STRIKE SETTLEMENT. PLEASE AWAIT FOR MORE DETAILS .

                         No closure of RMS for three years  and
1.     No one will be transferred to L1 or L2  unless they request so.
2.     L1 sorting hub will be opened on requirement
3.     APMC  will not be opened further. No APMC  for Chennai / Mumbai. Position will be decided after two years.
4.     Speedpost hub will be under RMS.
5.     There will be  NO CLOSURE OF POST OFFICES. NO MERGER OF POSTOFFICES. RELOCATION OF UNVIABLE POSTOFFICE WILL BE DECIDED ONLY BY DIRECTORATE.
6.     Group of Secretaries under CABINET SECRETARY accepts-  Revision of OTA and GDS BONUS enhanced Limit Rs 3500/-
7.     Postman Exam/ postman recruitment/MTS recruitment rules will be modified. Open market recruitment  of 25% will be changed and maximum benefits to GDS.
8.     Cash handling point for GDSBPM ( Existing one point for Rs 20000/- ) will be favourably finalized shortly.
9.     Protection of TRCA will be ensured. Orders will be issued shortly.
10.            GDS compassionate appointments---- will be modified suitably
11.            GDS mail man  will be redeployed  suitably
12.            Chapels  will be supplied  to GDS
13.            GDS –cash conveyance allowance existing Rs 50/- per month  will be changed to Rs 50/- per day. Suitable proposal will be sent.
14.            Casual labour . Committee report already submitted . Decision will be made with in a week.
15.            PO & RMS Accountant pay fixation  will be decided favourably.
16.            Restriction posting again to Single handed/ double handed post offices will be relaxed  and Divisional head will decide  case to case.
17.            Un qualified accountant will also be granted Special Pay.
18.            Fidelity bond for Treasurer and Single handed SPM will be abolished.
19.            Clarificatory orders  for Post attached quarters will be issued shortly.
20.            Protection of pay for defunct accountant is agreed
21.            New pension scheme statement will be given periodically
22.            Enhanced Financial Powers for LSG/HSG II and HSG I will be notified with in a month.
23.            Over payment cases against APM (Accounts ) will be considered on Humanitarian angle.
24.            Revision of Honorarium- orders will be issued shortly.
25.             Physically challenged  officials will also be permitted for IPO exam
26.            Cash handling allowance at enhanced rate for TREASURERS will be examined
27.            MACP I/II/III officials will also be eligible for Treasury / Accountant  allowances
28.            Next  JCM Departmental council meeting is to be conducted in Feb 2012
29.            All Circle heads will conduct RJCM with in due Period .
30.            Monthly /Bimonthly / Four monthly meetings will be conducted in due time
31.            Cadre Restructuring  with in 31/3/2012
32.            Another committee will be constituted for  MMS Drivers
33.            PLI/RPLI work will be under taken at RO/CO for the town divisions  where RO/CO is situated
34.            Honorarium  for PLI/RPLI work  will be given
35.            All GDS posts will be filled shortly
36.            Postmaster cadre officials will also be permitted to officiate HSG I/HSG II  Postmasters
37.            Postmaster cadre officials will also be permitted to appear in IPO/Group B exam
38.            PO & RMS Accountant will also be permitted for Postmaster Grade I exam
39.            System Administrator----  conveyance allowance and Road mileage will be granted.  Another committee will be formed for  their Cadre Restructuring  with in a month.
40.            Trainer allowance will be given to System Administrators and WCTC trainers also.
41.            New guidelines will be issued for SBCO  staff RT and transfer
42.            SB Minus balance cases –Our Staff side Proposals will be examined
43.            Contributory negligence factor – Another  instruction will be issued
44.            PO& RMS Accountant – Special Hierarchical will be considered
45.            Declination of promotion before 1/9/2008 - Granting of  MACP in such cases -  orders will be caused to be issued by DOPT
46.            FR 17 A will not be issued for  simple cases only deserves for Dies Non.
47.             Another instruction will be issued  for stopping Melas and training on holidays and Sundays


In respect of  RTP service and RRR cases , department rejected our demands. For the unsettled demands it is agreed to arrange a meeting with our Minister of States for communications.
Hence the proposed strike is called off.

The Postmaster General ,Western Region  conducted bi-monthly meeting with our Regional Secretary on 09.01.2012 . After concluding the scheduled Bimonthly meeting, having concern over the welfare of the employees,our PMG met the Branch/ Divisional Secretaries of Western Region on 09.01.2012 on the request of Com. N.Subramanian Regional Secretary and Com Chandrasekar, Working President ,NFPE. This meet extended upto 2100 hours and our PMG heard patiently all the subjects put forth by Secretaries . The efforts taken for solving the problems of our staff by our beloved PMG is pleasing one, which shows our PMG is unique .

Heartful Thanks to our beloved PMG for his patience hearing and sparing his hectic time in his busy schedule

BI-MONTHLY MEETING WITH THE  PMG, WR on 9/1/2012

1. Dequarterisation of Post offices-ineligible for dwelling

(I)KETHI SO, (ii)NEWHOPE SO,(iii) KILKOTAGIRI SO (iv) KULLAKAMBI SO (V)SEAFORTH SOOF NILGIRIS DN
(I) MALLIKUNDAM SO (II)DANISHPET SO OF SALEMWEST DIVISION

All the above SOs in Western region are housed in the buildings with lack of even minimum amenities.Hence most of the SPMs of the above SOs are forced to hire residence. It is requested to dequarterise the above SOs and HRA may be allowed to the present incumbents.

Each case is discussed elaborately and the possibilities of transferring safe custody is to be explored. Engagement of night watchman, private security or any safety measures are to be examined and  all the deserve cases will be favoured.

2. MACP III is not granted to the officials declined their promotion prior to 1/9/2008 even though their declination is after completion of 30 years.
This type of cases are with in the ambit of MACP orders and MACP III is needed to be given to such officials declined their promotion only after completion of 30 years of service.

It is agreed that the cases of declination of TBOP/BCR in earlier years will not be a constraint for granting MACP and this type of cases will be looked into. However the cases of declination of promotion before 1/9/2008 needed clarification from directorate.

3. Provision of Departmental or contractual mail van for conveyance mail bags to the peripheral SOs of Tirupur. Now a days due to the explosion of population and heavy rush the mail conveyance to and fro of the in and around SOs of TIRUPUR ( Avanashi  Mangalam, Iduvampalayam, Perumanallur and Vijayapuram SOs) become unsafe and partial through public transports. Most of the above SOs are not receiving EPP and other heavy bags frequently due to refusal of the bus crew. Hence introduction of DMMS or Private van for mail and parcel conveyance may please be explored.

On 9/1/2012,for the NFPE alone 1430 to 1630 hrs was fixed. But only at 1735 Bi Monthly meeting was over. Due to pending of several subjects concerned to P3,our PMG WR, after concluding BMM with all associations at 1800 hrs, consented to meet all our Divisional/ Branch  Secretaries of Western Region.
All our Divisional/Branch Secretaries of Dharmapuri, Nilgiris, Coonoor, Salem west, Tirupur ,Mettupalayam, Namakkal, Bhavani, Gobichettipalayam,Tiruchengode, and representatives from Coimbatore, Erode, Salem East and Krishnagiri have met the PMG WR from 1810 to 2100 hrs . All Dvl and Branch secretaries have given plenty of subjects accumulated with them as unsettled at their respective divisions. Com C.Chandrasekar Working President NFPE & Com. N.Subramanian Regional Secretary have lead the team of near about 20 Representatives alongwith Com.Nethaji Subash Circle Vice-President, Com.K.Pachiappan Circle Org.Secretary and Com. C.P.Thilagendran Circle Asst.Financial Secretary. PMG WR discussed every subject of each division  coming more than 60 in numbers.
We very much thankful to our PMG WR for the helpful attitude and patience and we hope for early settlement of all issues.
