Apart from it the issue of shortage of staff is raised in both the Houses of Parliament. ........2. As per the procedure being followed the candidates selected for appointment of PA / SA after the completion of pre-appointment formalities viz. character and antecedents verification, medical examination and verification of their educational certificates are required to undergo training in PTCs before their services could be utilized. This often causes delay in making the offer of appointments because of non-availability of seats with the result that they start looking for opportunities elsewhere and ultimately a good percentage of the selected candidates does not become available for appointment and the vacancies remain unfilled.3. The matter has been considered in the Directorate and it has been decided by the competent authority that the Circles should take immediate action to ensure that the pre-appointment formalities of the candidates are completed at the earliest. In this regard following time-line may be followed :1. Declaration of results -------------- by 21.11.2010. 2. Issue of offer of appointment ...... -------------- by 10.12.2010. 3. Completion of pre-appointment formalities ------ by 10.02.2011. 4. Issue of appointment order -------------- by 25.02.2011. ..................................5. On completion of the pre-appointment formalities in respect of the candidates they may straight away be issued offer of appointment by the Circles. This would motivate them to join as PA/SA immediately. Thereafter when they join they may be deputed for training as soon as the slots become available in the PTCs (Postal Training Center). Pending their training the Circle may issue their posting orders and commence their in house training by chalking out the course as far as possible based on PTC syllabus depending on the resources available with them. ......................................... Subject: - Syllabus for Departmental Examination in respect of Post Master Grade- I in Postal Wing.

Sir/Madam,

I am directed to refer to Directorate’s letter No. 13-2/2010-PE.I, dated 03.02.2010 whereby a separate cadre of Postmaters has been constituted in the grades of Senior Postmaster, Postmaster Grade-III, Postmaster Grade –II and Postmaster Grade-I, by carving out the posts from existing General Line posts in Postal Wing.

2. Reference is also invited to Directorate’s letter of even number dated 22.11.2010 forwarding therewith copy of Recruitment Rules, namely, Department of Posts, Senior Postmaster (Group B Gazetted), Postmaster (Grade- ‘III and II’ – Group B non-gazetted) and Postmaster (Grade- I Group C non-Gazetted) Recruitment Rules, 2010, dated 9th September, 2010. It was stated inter-alia in the said letter that initial constitution of the various Grades of Postmasters shall be done by inviting options/applications from the existing incumbents of LSG, HSG.II, HSG.I in Post offices and PS Gr, ‘B’. In case, after filling up the posts as per the provisions of the Recruitment Rules certain number of posts still remain unfilled, the same would be filled up as per the provision contained in col. 12 of the respective Recruitment Rules.

3. The Recruitment Rules for the Grade of Postmaster Grade-I provides for filling up of the vacancies by promotion through Limited Departmental Competitive Examination from amongst the Postal Assistants working in Post offices with five years of regular service in the grade. Thus, the unfilled posts, after the initial constitution, if any, and regular vacancies subsequently will be filled up on the basis of Limited Departmental Competitive Examination. The Pattern and scheme for Limited Departmental Competitive Examination decided by the Competent Authority to fill up the vacancies in the grade of Postmaster Grade-I is forwarded herewith as in the Annexure.

4. It is requested that the provisions of the Recruitment Rules and the Syllabus may be brought to the notice of all concerned.

Syllabus for Departmental Competitive Examination for the post of Post Master Grade-I in Post Offices

The examination for Postmaster Grade – I will consist of two papers of 100 questions; 90 minutes duration each. The questions will be on the pattern of objective type Multiple Choice Question (MCQ).

CHQ Seeks improvement in Postmaster's cadre

Madam,

Sub: - Creation of Post master’s cadre – problem there on in the initial constitution – request consideration.

At the outset, we wish to place on record that we are not against to the introduction of Postmaster’s cadre but seek certain modifications in the interest of staff and service. The following are the few which require your immediate kind attention.

1. At present more than 60% of LSG posts 70% of HSG II posts & HSG I posts in all circles remain unfilled up. As such seeking options from the existing LSG for Post master’s cadre will end with futile results. To off shoot the problems, the following is suggested.

(i) Please cause instructions to fill up all vacant LSG, HSG-II & HSG-I posts either permanently or on adhoc basis and thereafter willingness may be called for among the LSG, HSG-II & HSG-I officials.

(ii) In case if the same is not possible due to recruitment rules, minimum service etc, the officials in MACP I, II & III may be considered in the initial constitution of the Postmaster cadre.

(iii) It may be ensured that at the initial constitution of Postmaster’s cadre, 100% of posts should be filled up among the existing willing officials either on seniority in LSG or MACP or length of PA service. Thereafter, the element of examination may be introduced.

2. All the LSG officials working in Accounts line may be permitted to opt for Postmaster’s cadre since they are entitled to work as Postmaster in HSG-II & HSG-I as per the existing recruitment rules.

3. In the initial constitution of various grades of Postmaster while obtaining option from the existing officials, the requisite minimum service should not be insisted since in many cases the promotions to HSG-II & HSG-I were not accorded in time properly. To cite an example, the adhoc HSG-I is continuing over three years by granting extension once in six months.

4. Similarly, 25% earmarked for HSG-I in Postmaster Group B shall be filled up with the existing HSG I officials without insisting the minimum required service in the initial constitution of the cadre.

5. It is further requested to cause instructions that the opted officials shall be given preference in posting in the same division in case of identified posts are available in the division to avert maximum dislocation in the initial constitution.

Apart from the above, the following improvements may please be considered.

(i) Since the Postmaster Grade-I is supervisory post, it should be elevated to Pay Band II with Grade Pay of Rs.4200/- Similar elevation is required in higher cadre also.

(ii) Since a separate cadre is carved out, 100% of the Senior Postmasters, and Chief Postmasters posts shall also be filled up only among officials in the Postmaster’s cadre only. There is no need for any reservation to other categories other than the Postmaster cadre.

It is requested to arrange a meeting at the earliest with Staff Side to discuss all the points stated above in order to ensure smooth implementation of the scheme, minimize dislocation of staff and more volunteers to the newly carved cadre etc. Unless the above issues are sorted out at the initial constitution, it will have a perennial loss to the employees which will result in resentment only.

It is requested to consider the above and cause appropriate orders at the earliest.

cadre restructuring committee meeting - its developments

DISCUSSION ON CADRE RESTRUCTURING


SYSTEM ADMINISTRATOR AND POSTMAN RELATED ISSUES.

An informal meeting with DDG (Estt.) and other officers on the issue of Cadre Restructuring has been held at the Directorate on 23.11.2010 .All General Secretaries of NFPE lead by the Secretary General Participated.

The following are the gist of discussion held in the meeting:

1. Since , GDS could get Gr. 'D' promotion only after 45 to 50 years of age ,in most of the cases, the MACP is nothing but a mirage for this cadre. There should be provided three promotions with smaller
span on time which was agreed.

2. Similar in the case of postman many of them could not get third MACP due to paucity of required service. Cadre review should be carried out to provide three promotions to Postman within a span of twenty years. It was replied that the Postman on higher promotions should make data entries in the Postmen Module which was in principle agreed by us.

3. Further it was informally discussed to provide 20% of LGO Vacancies for seniority cum fitness instead of writing examination.

4. In respect of System Administrators it was discussed to carve-out the cadre from PA and make it as promotional post for PA/SA. It was told that creation of about 2000 to 2500 posts it will require a matching saving around 3000 PAs/SAs. Grade Pay of Rs. 4200/- which is available in other Department's. For System Asstt.,it was agreed to consider

5. The Official qualified in PO & RMS Acctts. Examination may be granted 2800 Grade Pay and may be posted to A/Cs Branch carving out a separate cadre to Accounts line,shall be explored.

6. With regard to PA Cadre the official side categorically stated that there is no elevation of Posts or Grade Pay in the Cadre review proposed for increasing the promotional posts can only be considered on matching saving. We argued about justification of Grade Pay of 4200/- to LSG which was finally agreed to consider.

7. Our demand to upgrade 11395 single handed Pos and 6719 double handed Posts Offices as LSG and 6621 present LSG Post to HSG-II post and amalgamation 1622 HSG-II posts and HSG-I posts will be considered. The DDG (Estt.) informed that in lieu of increased promotions staff side should come forward with proposal for matching saving. He suggested merger or closure of single handed Sub Post Offices to the extent of 300 in urban area which was strongly opposed by us.

8. We further demanded that at the time of upgradation of LSG /HSG-II and HSG-I posts some decent nomenclature should be given instead of present nomenclature.

9. The proposal on SBCO, Postal Administrative Offices will be discussed in the next meeting.
10. On RMS we demanded to increase the number of supervisory posts at least by three times to provide 1st, 2nd and 3rd promotions with in 25 years.

11. The DDG (Estt.) refused to discuss about MMS drivers case since it is subjudice.
12. The meeting was only a preliminary one and detailed discussions will be held shortly with the members of the Committee with full fledged discussion.

POSTMAN RELATED ISSUES

One more meeting was also held on the same day to discuss about Postman related issues. The following are the out come:

1. Postman may not be entrusted with any data entry work other than issue of Speed Post and Registered articles for delivery. Norms for this work should be fixed.

2. Revision of norms of registered / Un-registered articles delivering and also for distance travelled will be considered.

3. Norms will be considered for the left out items also.

4. A survey will be conducted to decide the minimum and maximum distance to be travelled by foot in congested and non-congested areas using milometer and cyclometer.

5. Distance conditions for cycle maintenance allowance may be reviewed.

6. For Speed Post Delivery separate incentive should be given when this work is done with normal duties.

7. We also opposed unilateral introduction of single beat system in Metros and big Cities (e.g. Chennai). Proper compensation for excess duty or creation of additional posts should be ensured.

SYSTEM ADMINISTRATOR

There was another meeting on 23.11.2010 to discuss the System Administrator's issue. It was agreed to release orders shortly on the grant of conveyance allowance. The duties and responsibilities and other issues will be discussed in the next meeting. Carving out a separate cadre will be considered taking in to account the existence of System Assistant post in other Departments.

POSTMASTER'S CADRE:

The Department of Posts has released the Gazette Notification of Postmaster's Cadre and numerous mails and calls are being received by Federation and CHQ. We want make it clear that we are not against the creation of Postmaster's Cadre. At present 1/3rd posts of LSG, HSG-II and HSG-I are identified for Postmaster's Cadre.

We are seeking further following improvement in the order:

1. Before finalizing the options for Postmaster's Cadre all the LSG, HSG-II and HSG-I posts should be filled up or all officials in 1st, 2nd and 3rd MACP should be allowed to exercise option to Postmaster's Cadre.

2. 25% posts of PS Gr .'B' (Gazetted) shall be filled up from among the existing HSG-I officials at the initial stage itself.

3. APM Accounts and Accountants shall also be permitted to opt the Postmasters Cadre.

We further desire to discuss this issue in threadbare during discussion in the Cadre Review Committee.

Latest orders on identification of posts on Postmaster cadre

Further Order on identification of Head Post offices for deployment of Postmasters as per new Recruitment Rules.

In continuation of the Department's order No. 13-2/2010-PE.I, dated 03.02.2010, now the Department vide its order of even No. 13-2/2010-PE.I dated 25.11.2010, directed the Circle Heads to identify the Head Post Offices / Sub Post Offices of respective circles to the extent of number indicated in the furnished below (scanned copy reproduced below) where the Postmasters of respective grades in each of the identified offices are to be deployed. During Identification, preference will be given to Head Post offices, Mukhya Dak Ghars, Offices identified for Core banking Solution, major delivery offices and offices located in prime locations serving as face of India Post. The decision once taken by the Chief Postmasters General would be final and no change in future would be permissible without consulting the Directorate.

In Tamilnadu Circle 270 Posts of LSG , 52 posts of HSG II and 50 Posts of HSG I are To be carved out for Postmaster Gr. I , Gr. II and Gr. III cadre respectively. The posts have to be identified by the CPMG, TN Circle shortly.
