DOP TIEUP WITH ACCENTURE, IT COMPANY

ACCENTURE to Modernize India Post
Accenture, on Monday, announced that it has won a deal to modernize the Indian Postal Department. However, the financial details of the deal were not disclosed.
This deal will see the Global IT and consultancy firm modernising the post offices across the country. An enterprise IT architecture will be designed and the Department of Post (DoP) will be migrated to a more efficient IT system. Accenture would also advise DoP on the development of a wide-area network that helps connect all post offices on which various online services can run.
The DoP, which has been reporting losses lately, aims to drive revenue and regain market share in different services and products such as bill payment, e-posts, life insurance, money transfer and banking. The project would help the postal department to compete effectively with the local and international courier firms.
The technology upgrade would also benefit citizens, giving them speedier banking and insurance services, track and trace abilities.
Krishna GV Giri of Accenture said, “Armed with efficiency at DoP, the government will be better positioned to share various social schemes, such as Mahatma National Rural Employment Guarantee Scheme, with even the most remote citizens.”

01. TRCA : TRCA to be implemented wef 01.01.06. TRCA for GDS will be fixed as, Basic TRCA as on 01.01.06 + 5% increase as on 01.04.04 x 1.74 + 40% fitment as arrived at the 20th stage of Pre-revised TRCA & fixation at next above the stage in the Revised Slab of TRCA.

02. TRCA : GDS engaged on or after 01.01.06 shall be fixed at Min of Revised TRCA.

03. Arrears : Will be Paid in 2 instalments. 40% in 2009 – 10 & 60% in 2010 – 11. TRCA Fixation & Arrears 40% will be Paid before 31.10.09.

04. Annual Increase : GDS before 01.01.06, new TRCA fix on 01.01.06 & Annual Increase will be allowed after completion of 12 months ie) 01.01.07. GDS after 01.01.06, Annual Increase will be allowed after 12 months. GDS Leave / PoD on 01.01.06, TRCA fixed on the Dt of joining.

AS ALREADY INTIMATED, THE WHOLE ISSUE WOULD BE DEEPLY ANALYSED BY THE STAFF SIDE AND ALL COMMISSIONS AND OMISSIONS AND NEGATIVE POINTS WOULD BE TAKEN UP WITH THE GOVERNMENT FOR NECESSARY MODIFICATIONS

GDS PAY COMMITTEE & CABINET APPROVAL

It is confirmed that the cabinet has accorded approval of the cabinet note submitted by the department with regard to implementation of GDS committee recommendations.

(i) The Finance Ministry has not conceded any one of the recommendations of the Gopinath committee and treated the Nataraja Murthy Committee as an expert Committee in respect of GDS.
(ii) However, it is reliably learnt that the 'Pay Fixation Formula' suggested by Gopinath Committee for including the 5% TRCA increase granted to GDS in lieu of 50% Merger of DA granted for CG Employees from 01.01.2004 has been approved for pay fixation.

The following, may be the cabinet decision on the issue of GDS committee report because these were the issues on which Cabinet Note was submitted for approval.

1. TRCA to GDS various categories: -
(i) GDS SPM - : Rs.4575-85-7125 (Annual increase Rs.85/-)
(ii) GDS BPM –
Up to 3 hours work (75 points) : Rs.2745-50 (increment)-4245
Up to 3 hours 30 Min(87.5 points) : Rs.3200-60 (increment)-5000
Up to 4 hours (100 points) : Rs.3660-70 (increment)-5760
Up to 5 hours (125 points) : Rs.4575-85 (increment)-7125

(iii) GDS MD/SV
Up to 3 hours work load : Rs.2665-50 (increment)-4165
(For Future appointments only. Forexisting GDS, it will be paid for a
minimum of 3 hours. 45 minutes)

2. Fixation of TRCA w.e.f. 01.01.2006

5% TRCA granted in lieu of DA merger as on 01.01.2004 + Plus
the following amount shown inside the box in respect of each cadre separately.
After adding all the above three elements, the pay shall be fixed at a stage in the TRCA next above the amount arrived.
NB: - For C.G. Employees, it was 1.86 times of basic pay as on 01.01.2006. It is stated that the increase for GDS will arrive at 1.827 times as per the above fixation formula.

For BPMs up to 3 hours work : Rs.792/-
For BPMs up to 4 hours work : Rs.960/-
For GDS MD/SV up to 3 hrs. 45 mts. work : Rs.750/-
For GDS MD/SV above 3hrs 45 mts. work : Rs.936/-
For GDS MC/PKR/MM – up to 3 hrs 45 mts work : Rs. 640/-
For GDS MC/PKR/MM – above 3 hrs 45 mts. Work: Rs. 808/-

3. Office Maintenance Allowance : Rs.100/- per month
4. F. S. C. to Branch office : Rs.25/- Per month
5. Combined Duty Allowance : Rs.500/- per month
6. Severance Amount : Rs.60000/- Maximum
Rs.1500/- For every completed year of service
6. Gratuity : Rs.60000/-
7. Group Insurance Scheme : Rs.50000/-
(Monthly subscription will be Rs.50/- per month)
8. Allowance for remitting cash : Rs.50/- (for remittance exceeds Rs.30000/-)
(iii) For escorts : Rs.20/- (remittance above Rs.6000/-)
9. Allowance for detention beyond duty : Min Rs.6/- per day (max Rs.12/-)

10. Retirement age will continue to be 65 instead of 62 suggested by Nataraja Murti Committee.

Further it is learnt that the Finance Minister has rejected the claim of enhancement of Bonus ceiling to GDS to Rs.3500/- and confirmed that it should be Rs,.2500/- only.

The other Features: -
(i) The Department may process the insurance coverage for medical treatment to GDS with the maximum coverage of Rs.30000/- per year.
(ii) No pension scheme was formulated in this approval.
(iii) Now 40% arrears alone will be paid as first instalment out of the total arrears for 45 months. The balance will be paid in the next financial year.
(iv) The Department may cause orders to implement the revised norms recommended by the GDS committee in cash handling (i.e) 1 point for Rs.20000/- which will certainly affect the interest of BPMS. Gopinath Committee's recommendations were not considered on this issue.
(v) The orders on the above are expected in the next week probably after 13.10.09.

MINISTER'S SPEECH AT METTUPALAYAM


Indian Postal Act will be suitably amended, says Union Minister
The Union government has proposed amendments to the Indian Postal Act to introduce regulations on the courier industry, according to Union Minister for Communications and Information Technology Shri A. Raja.
The Indian Postal Act would be suitably amended to frame provisions to regulate the private courier services. This would also bring the sector under the Consumer Protection Act.
A Bill for this would be introduced in Parliament after getting the Cabinet approval, he said.
After inaugurating the Mettupalayam Project Arrow Office at Mettupalayam Head Post Office on 21/9/09, he told presspersons that the Department of Posts was incurring about Rs. 600 crore loss annually.
The excess land with the post offices could be used for development of commercial buildings and these could be rented out for revenue.
A committee of secretaries formed to study the proposal had given its recommendations. A special purpose vehicle would be formed to implement the proposal.
Speaking at the inaugural, he said that post offices across the country would be modernised (Project Arrow) in phases at an outlay of Rs. 500 crore during the XI Five Year Plan period.
Initially, about 50 post offices were taken up on a pilot basis.
In Tamil Nadu, nine post offices were taken up under the project in Phase-I.
In Phase-II, 67 post offices were taken up and in the next phase, it was proposed to cover Annur, Sathyamangalam and Avinashi post offices too.

MACP- FEATURES


IMPORTANT POINTS IN MACP
EXPERT’S EXCERPTS


* Three financial upgradation to be granted after 10, 20 and 30 years. (Para 1 of Annexure 1 to MACP Order dated 19.05.09)
* All cadres including Group A (excluding organized Gr.A services) are eligible for grant of MACP. (Para 3 of Order dated 19.5.09)
Financial up gradation will be in next higher grade pay in the hierarchy of Grade Pay and not in the promotional hierarchy (as it was earlier). (Para 2 of Annexure)
An employee who completes 10 years of service in a particular grade will qualify for grant of MACP. Service rendered in a lower grade will not be counted for grant of MACP after completion of total qualifying service of 10 years. For example if an employee gets regular promotion to the next grade after completion of 5 years of service in a particular grade, he will have to wait till the completion of 15 years of regular service for 2nd MACP. Like wise 3rd MACP for him will be given after completion of 25 years of regular service (Illustration 1 Para 28 (i) and (ii))
However, after 1st regular promotion or 1st MACP, completion of 10 years of regular service in a grade or total qualifying service of 20 years or 30 years whichever falls earlier will be the milestone for grant of next MACP (Illustration 3 Para 28 B)
The service rendered by the existing employees prior to implementation of the MACPS viz., prior to 1.9.2008, will also be taken in to account for calculating the 10, 20 and 30 year milestones for granting MACP. For example, if an employee joins in a CG Department during the year 2000, he is eligible to get a financial upgradation during the year 2010. (Para 9 of Annexure)
Similarly, employees who were granted financial upgradation under previous ACP scheme i.e., prior to the introduction of MACPS with effect from 1.9.2008, will be eligible for financial upgradation under MACPS after completion of 20 years and 30 years of service, irrespective of regular promotion given to them if any, between their 10 to 20 years of service or between 20 years and 30 years of service. For example if an employee was given 1st ACP under old ACP Scheme after completion of 12 years of service and a regular promotion after completion of 18 years of service, he will be eligible for 2nd MACP after completion of 20 years of service. (Para 9 of Annexure and Illustrations in Para 5 and Para 28)
Financial benefit an employee gets as a result of pay fixation during MACP will be 3% of basic pay (pay in pay band plus the grade pay before MACP) and the difference in Grade pay before MACP and grade pay after MACP. Option for fixation of pay is also available. (Para 4 and 7 of annexure)
If an employee gets a regular promotion to a grade which carries same grade pay which he is receiving now after grant of MACP, no further pay fixation will be allowed at the time of said regular promotion. If an employee gets a regular promotion to a grade which carries higher grade pay than the grade pay he is receiving now after grant of MACP, no further pay fixation will be allowed on account of the fact that his pay would have been fixed at the time of grant of MACP itself. However, difference in the grade pay he is getting now and the next grade pay in the hierarchy will be allowed as monetary benefit at the time of promotion. (Para 4 of Annexure)
In the case of employees who have been either promoted or given ACP prior to 6CPC implementation from a grade to another grade, pay scales of which have been merged now after 6CPC implementation, the said promotion or ACP shall be ignored and those emplyees are to be considered for financial upgradations equivalent to the number of milestones they have completed viz., 10 years , 20 years and 30 years milestones as the case may be prescribed in the MACPS for financial upgradations. (Para 5 and illustration thereof)
In cases where ACP was granted as per previous ACP scheme, but whereas after 6CPC implementation the next higher post which the employee got through ACP has been upgraded with higher grade pay, the pay of such employees in the revised pay structure will be fixed with reference to the higher grade pay granted to the post. To illustrate, in the case of a Jr. Engineer in CPWD, who was granted 1st ACP in old ACP scheme to the grade of Asstt. Engineer which carried the pre-revised scale of Rs.6500-10500 corresponding to the revised grade pay of Rs.4200 in the pay band PB-2, he would now be granted grade pay of Rs.4600 in the pay band PB-2 consequent upon upgradation of the post of Asstt. Engineer, to the grade pay of Rs.4600 in PB-2. However, from the date of implementation of the MACPS viz., from 1.9.2008, all the financial upgradations under the Scheme should be done strictly in accordance with the hierarchy of grade pays in pay bands as notified. (Para 6.2 of Annexure)
Grade Pay of Rs.5400 in PB-2 and Grade pay of Rs.5400 in PB-3 are two different Grade Pay for the purpose of MACP
Bench Mark (CCR/ACR Gradings) is “Good” up to GP 6600 thereafter is should be “Very Good”.

The Postal JCA including GDS unions met 21.09.09 discussed in detail about the situation prevailing on GDS committee report and the inordinate delay in its implementation over ten months. The JCA also noted with concern that the modification sought for on pro rata wages, increment, Fixation formula etc have not been incorporated in the Cabinet memo.
After a thorough discussion the JCA has decided to serve Strike notice immediate on 22.09.09 for the proposed indefinite Strike from 07.10.09 on two point Charter of Demands as follows: -
(1) Approve and implement immediately the GDS Pay Commission with the modifications sought by the Staff Side; and
(2) Remove the discrimination against the GDS on the issue of grant of Bonus ceiling.
Postal JCA also decided to organize a Joint Strike Tour in all Circles between 01.10.09 to 05.10.09.
Attention of All Branch/Divisional Secretaries This Strike action is only for the immediate settlement of GDS Pay Committee report. We have not included any other demands since the importance of the demand should not be diluted. It is the GDS who participated the Bonus strike for Departmental employees and all the strikes even though their demands were not found place. The December 2008 episode should not be repeated in any division/circles who have miserably failed then. 100% participation should be ensured by all members by organizing tours , meetings etc. Don't forget! It is our primary duty to extend all help to GDS for settlement of their fundamental demands. Please ensure the Strike a most successful one.
All Circle Secretaries are requested to tour their circles intensively and ensure full participation of all cadres in the ensuing Strike from 07.10.09. Reports shall be sent to CHQ as frequently as possible about the mobilization and other issues.
Let us unite, shed our differences if any for the cause of GDS and for their upliftment. Let us show our oneness in the strike and mitigate the GDS demands.

MODIFIED ACP SCHEME – SALIENT FEATURES
The Department of Posts has caused orders vide its OM no. 4-7/(MACPs)/2009/PCC dt. 18.09.09 for the implementation of MACP scheme in the Department of Posts. The full text of the orders is being published in the ensuing Bhartiya Post and also exhibited in our CHQ Website.
1. Three Financial upgradations under MACP at intervals of 10,20 & 30 years of continuous regular service with effect from 1.9.2008.
2. The TBOP & BCR shall stand withdrawn with effect from 1.9.2008.
3. There shall be no change in the designation, classification or higher status, but financial & other benefits shall be permitted.
4. Action should be finalized at once for grant of TBOP/BCR due for the period till 31.08.2008.
5. Screening Committee should be constituted immediately for grant of MACP. There shall be a time schedule and meet twice in a financial year. Preferably in the first week of January & First week of July for advance processing of the cases maturing in that half year.
6. No stepping up of pay in the pay band or grade pay would be admissible.
This MACP is based on the DOPT orders and it should be read with the DOPT order dated 19.05.2009.
The main features of the DOPT orders stated above is as follows: -
(i) There shall be three financial upgradations counted from the direct entry grade on completion of 10,20 & 30 years respectively.
(ii) Financial upgradation will be admissible whenever a person has spent 10 years continuously in the same grade pay.
(iii) Benefit of pay fixation for regular promotion shall be allowed on MACP. 3% of the total pay in the Pay band and grade pay drawn before such upgradation shall be granted.
(iv) However no further fixation of pay on regular promotion if it is in the same grade pay as granted under MACP. If higher grade pay, only difference of grade pay is admissible on regular promotion.
(v) Promotions earned in the Post carrying same grade pay in the promotional hierarchy as per Recruitment Rules shall be counted for the purpose of MACPs.
(vi) 'Regular Service' shall commence from the date of joining of a Post
(vii) On grant of financial upgradation, there shall be no change in the designation, classification or higher status. However, financial and certain other benefits such as HBA, allotment of quarters shall be permitted.
(viii) The Financial upgradation would be on non functional basis subject to fitness, in the hierarchy of grade pay within the PB I (No bench Mark application up to Rs.2800/- Grade Pay). Thereafter application of bench mark 'good' will be there till the grade pay of Rs.6600/- in PB 3.
(ix) No reservation orders/roster shall apply to the MACPs
(x) Financial upgradation under the MACPs shall be purely personal to the employee and shall have no relevance to his seniority position.
(xi) If a regular promotion has been offered but was refused by the employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed. He will not be eligible for further financial upgradation till he agrees to be considered for promotion again and the second and the next financial upgradiaton shall also be deferred to the extend of period of debarment due to the refusal.
The Department of Posts has simply adopted the orders without any deviation. Certainly the introduction of MACP scheme in the Postal is another mile stone ahead in our history. All are requested to send their feed backs about the MACP.

Respected Sir,

The Postal Employees of TIRUPUR DIVISION under TAMILNADU POSTAL CIRCLE, Onbehalf of Postal Joint Council of Action are submitting this Memorandum to you with a fervent appeal for your kind intervention for immediate acceptance and implementation of the pay commission for three lakhs Gramin Dak Sewaks in the Department of Posts.

The Three lakhs Gramin Dak Sewaks were excluded by the Government of India from the purview of 6th Central Pay Commission but the Government had appointed a separate Committee headed by Shri. Nataraja Murti, a retired Postal Services Board Member to look into the wage revision issues of Gramin Dak Sewaks. That Committee had submitted its recommendations as early as in the month of November 2008. The Government of India is yet to accept and implement the recommendations of the above Committee with the modifications suggested by the unions even though the entirety of Central Government Employees has been granted with new pay scales as per the recommendations of the 6th Pay Commission one year before. Central Government has completely neglected 3 lakh Gramin Dak Sevaks while implementing 6th Central Pay Commission report. This grave injustice towards rural section is vehemently opposed by the unions.

Some sections of the Postal Employees in general and the Gramin Dak Sewaks in particular have embarked on a three days all India strike in the month of December 2008 to impress upon the Government to implement the recommendations with justified modifications. However even today there is no action for implementing the recommendations and the inordinate delay has caused extreme mental agony and disillusionment amongst the three lakhs of Gramin Dak Sewaks, who are the backbone of the Postal Department in the rural India. We are demanding therefore the immediate acceptance by Union Cabinet and release of orders for implementation of GDS pay commission recommendations incorporating the valid suggestions from the unions. Since the implementation is very much delayed, we urge for payment of entire arrears in one single installment unlike the case of Central Government Employees under 6th CPC. The Government of India should behave like a model employer and therefore we request your kind intervention with the Government of India to cause removal of all discrimination towards GDS employees' on issues like Bonus ceiling, irrational application of reduction of pay, allowances etc.


The Postal Joint Council of Action comprising of the National Federation of Postal Employees, Federation of National Postal Organisations, All India Postal Extra Departmental Employees Union and the National Union of Gramin Dak Sewaks has therefore been forced to embark upon a nationwide Programme of Action and in accordance with the decisions we the Postal Employees of TIRUPUR POSTAL DIVISION are submitting this Memorandum to you Sir, seeking your kind intervention to arrange early approval for implementation of the GDS Committee recommendations without any further delay,


We request you Sir, to kindly use your good offices with the Government of India for immediate implementation of GDS Pay Commission recommendations for three lakhs of downtrodden Gramin Dak Sewaks working under the Department of Posts.

First of all we whole heartedly welcome our
Beloved Honorable Minister of communications for this august
inaugural function of Mettupalayam Project Arrow post office.

We are very happy to submit this memorandum to our Honorable Minister in his own constituency where we also belong , for the kind and favorable consideration.
1. Mettupalayam postal staff quarters : Postal staff quarters of Mettupalayam is in old condition and needs good repairing. Many staff are dwelling with inadequate facilities. We humbly request to cause arrangement to revamp the postal staff quarters of Mettupalayam.

2. Our departmental land in large is vacant at Mettupalayam. We humbly request to cause arrangement to start a Postal training centre and a holiday home for Postal employees.

3. Our department is having a vacant land at TIRUPUR and we humbly request to arrange construction of Postal staff quarters, a building for Tirupur north LSG postoffice-641602 , a building for Tirupur Divisional Superintendent of Post offices and some Inspection quarters.

4. Our department is having vacant land at ANNUR. The Annur LSG Post office is functioning at a rented building having insufficient accommodation. We fervently request to arrange to construct building for ANNUR LSG Post office -641653.
